Ok, so I decorate houses for coin and I was in a commission's home...which meant I was a trustee....So I am moving stuff around and I right clicked something instead of left clicking and it gave me the option to "Claim Ownership" I was like WHOA! SO my question is this:
Under what circumstances can you "claim ownership" of a no trade house item and why was this implimented. My question is for 2 reasons. One, I dont want peoples stealing my stuffs...and two I have stuffs in houses on my alts that I would love to pick up.

It was added when house-items became "owned" a long time ago. I would say it's never acceptable to claim ownership of a house item that does not belong to you, as that essentially transfers its ownership and locks its no-trade nature to you.
You'll only ever see it for something that has been there a long, long time and that they obviously haven't claimed for some reason. The change was made something like 2 years ago, I think.

well no, I wouldnt claim things that are not mine, that is not ethical. What I am wondering is how long it takes before an item is claimable then. Here is the senario. I built an oasis in a house that belongs to an alt on my account. The pictures of said oasis can be found in this very forum. When I made the oasis I spent countless hours making alts just to get the racial quest reward flowers to add to the oasis.....it took DAYS to get enough. Those toons have long since been deleted and I was wondering if one day I wish to move the oasis to anther house (not owned by the same person) how would I be able to do that.....I mean the flowers are no trade but their owner has been deleted so not like I can scoop them up with the owner and move them from house to house.....

From my understanding, never. Meaning that I don't believe it is a time setting, but was a 1-shot deal to help folks move things around quite a ways back.

Yep. It was a one time deal. If you have an item that is no-trade from a deleted toon it will follow you around via the moving crate and you can move it but you'll never be able to pick it up ever again. You can destroy it as owner of the house, if you truly no longer want it though.
But the "Claim" was a one time thing long ago when they changed around some item placement and ownership rules / the way it works.

So items that are claimable at the moment can be claimed but nothing else will ever be flagged as "Claim Ownership"?

Correct. And the only items claimable are one from waaaaay back when.
