If a person was to finish the quest, will they still be able to make the item(s) for those still on the last step?

Most assuredly!
You keep the recipe in your books even when finished with the questline - I've made a LOT of bits for folks after getting my cloaks (4 and counting) and such.

I like what I'm hearing about these quests; it brings the crafting community even closer to do things together to help each other out.

It truly DOES! I know that every time I see one of the folks that I raided with in TG, we both simultaneously /cheer and chat a little, and heck, every time I see any other crafter cloak in passing there is spontaneous in-game celebration between us, sometimes without a single word! We both just know. There's that implied "nice cloak, friend" "congratz on being an uber crafter". I'm actually more thrilled about the crafter epic/cloaks than the adventuring epic.
Heck, I've been so excited about this that I have taken an hour or two each night to offer up my services in the 70-79 and 80 channels and head into TG to man the forges almost always finding a few other folks there that have completed their quest simply doing their civic duty as well.
I love helping folks finish this quest. It is really rewarding, just on social levels, to get together with other level 80 crafters and brings back memories of working with my tailor and woodworker friends (trading stacks of subcombines) to get the guild equipped in their carbonite and feyiron.
In some ways I really miss the old comradere sometimes, because the determined crafters are made from the same "mats" and I used to chat for hours with my buds while hammering away on the forge in the crafting dungeons. Now you can hear the crickets chirp when the bellows simmer down.

I was very pleased with the design of the TS epic quest and the final rewards. Overall, there was a little bit of everything...
nostalgia for those who did the Xanthe's Earring of Solstice in EQLive,
just enough tradeskilling for lower level toons (compared to getting my 25 monk provisioner to 10k in Danak, as a reference point, -20k in Bathezid is nothing),
reuse of old zones (Nektropos, Drafling, Library of Light {well library was new IIRC}) with new twists to make them interesting again,
forced interaction - which really isn't a bad thing, honestly, this is afriggin MMO after all
and pretty sweet rewards between the cloak, the earring, and receiving T8 rares to make up for any money spent on the rediculous price of some T5 rares now that demand is outstripping supply.
Kudos on the quest design. From a tradeskilling perspective, this is the shot in the arm that we needed to keep interest in tradeskilling and move it beyond the mundane activity that it can revert to so easily.

Library of Light was used in DoF for the Hero of Maj'Dul questline, so it's almost as old as Nek and Draftling ;)
