Outfitter 10+ Books

This has been probally asked a million times but where do I get lvl 10+ books? I see on the site some are dropped and some are bought but i dont see any on merchants.

I assume i need to do the quest that my merchant gives for ranks in the tradeskill shop but I dont know where to find any of the items the lady wants?
