Stuck on 100

I seem to be stuck on 100 for Transmutting. Is there anything special you have to do to get past this or am I just having bad luck. Have transmutted about 30 lvl 25 objects and no luck on a skill up.

Q. Well how do i gain skill points?
A. When you transmute a item that is a max of 2 levels below you there is a chance for a skill up. You may gain transmute skill points in this manner up to 100 skill points, which would be equal to level 20 skill level. Once you reach 100 skill points you can only gain skill points when you combine componets for transmuter only adornments (tempers).The books for transmuter adornments are brought from the transmuter merchant and will have "Secrets of the Transmuter" in the book name..

There's a lot there to parse and understand, so it is easy to miss things. I'm hoping to finally get stuff to settle down enough that I can finish rewriting that FAQ "soon".

I really did not get enough materials from the items I have transmuted to get skill ups from these recipes. This is getting very slow. Any suggestions?

Also where specifically can the artisan specific books be found (i.e. for a jeweler) with respect to transmuting and tinkering?

Engima of the <whatever> Volume n are the adornment books for each TSer.

They're body drops from level-appropriate mobs. For volume 5 for example, it'll drop from mobs between L40 and L49.
