I can't seem to find a recipe for flour

I'm a lvl 21 provisioner. I see a bunch of tier 2 recipies that call for flour. My tradeskill community is level 11 but the merchant does not sell any flour like he does for most of the other tier 2 ingredients. I also cant seem to find any recipe in my book that will allow me to make flour. What am I missing?

flour is sold at my wholesaler community, which is currently lvl 13 but I know it sold it a long time before that.

My wholesaler is level 8 and sells flour. Make sure you're just looking for "flour" (no quality prefix), and double check that you are in your wholesaler and not your workshop.
