Craftsman to Provisioner

I currently am a level 16 Craftsman and was wondering if I can select my final subclass of Provisioner now and who and where they are located. I tried the NPC at the docks that I got certified when going from artisan to craftsman but at this point it is no go. Any info would be appreciated and thank you in advance.
