How can I advance further in artisan, I've reached lvl 9 with 100 % xp, and then it says you have to complete your class quest, or something like that. Anyone know how to get that quest?

In each city, there is a NPC that lets you pick your crafting specialization. You will stay at level 9 until you talk to this NPC and choose one of the crafting classes:
* Craftsman - makes wood stuff
* Outfitter - makes metal stuff + food
* Scholar - makes spells, jewelry and potions
Each of these classes then again splits. See www.everquest2.com for full details on each crafting classes and what they split to.
Keep in mind many higher level recipes are mob drops, some off of raid-level mobs, and many higher level recipes require materials in higher level zones or even as mob or raid drops to construct.
What this means is there is a strong limit on how high you should raise your skill until either you have the capability to get these items or have guild members or friends who have the capability.
Edit:
Note this information should be in your quest journal.
If you look in your quest journal, you should have a quest in there about this including who to talk to.
For the goodies, it's some Ironforge guy in Qeynos Harbor by the shipyards. Don't know who the baddie guy is.
I certainly hope they implement the tradeskill quests though, since all you do currently is run over, say hi to the guy, say which path you pick, and that's it. No challenge at all, no demonstration of skill, or anything unlike your level 10 Adventurer choice.

Well having reached lvl 9, with 106% of exp towards lvl 10, I have yet to recieve the quest of who to talk to in Freeport to choose my artisan skill.
Anyone have any suggestions or knowledge about all this?

Actually, it doesn't show up in your quest journal. It's posted in the beta forums, and is a common question in the /crafting channel as well.
I can't remember the exact name (need to go get it later for the Class/Subclass guide I just put up on the site), but it's someone within the Coalition of Tradesfolk building for you Freeport folks.

Well, since the beta boards were wiped. I can't look there. Today I hit LVL 9 +100xp and was told I need to complete my quest. It is NOT in the quest journal... someone care to tell me who to speak to please?

OK, I found the answer... It's actually under the HELP menus in game...
For Freeport folk, it's Althea Augustine in West Freeport...

Alfred Ironforge in Qeynos harbor is the NPC for the good folks. He is located in the dock area. Look in the new construction area.

You can talk to him early also, if you feel like it. I made my selection at level 8 or 7 or something, and just dinged automatically into Outfitter when I got my level.
