I recently recieved a wholesaler task of crafting 10 shaped threadbare blouses, but I can't seem to locate a recipe. Is there in fact a recipe, or is the blouse just a different name for something esle outfitters can make? Lvl 11 outfitter by the way.

No this isn't a rare. It's a recipe from the Artisan Essentials Volume 9.
The only thing is they didn't name it properly. I got this quest and tried out
the threadbare robe and got the *ding* for quest item completed.
so....Threadbare blouse = Threadbare robe
