At level 19 i had 101+% exp so i went to get certified , i went back made one more item , ding level 20 . I go to scribe my alichemist book but i can not . I go back to the certification npc he says i am already certified . under persona it says i am level 20 scholar.

Last I checked there's a little bug that does that sometime. /bug /feedback /petition if you need to get back in the game fast

Oh boy, you got hit with the bad one. There's an entry about this under known bugs, so read up on it if you want, but basically you are bugged as an artisan for now and should petition and go adventure for a while. Until you get direct intervention on this it isn't going to straighten itself out. Sorry about that. :(
