Waxed Leather?

I have recipes for waxed leather armor, and I finally got the refining recipe, but it calls for 'low quality pelts' and I am only foraging sullied low quality pelts. What am I missing? Where can I get the low quality pelts?

Try tier 1 Trapping, I believe they give Sullied LQ pelts.

They are harvested in same manner as sullied from the trapping dens, just rare. After harvesting some 300+ pelts from Critter Dens in Antonica, I ended up with 2 average vs sullied average.
