you can make all normal items, and all things within those books (you may need crafter or outfitter help on some items... but generically yes, you do not need dropped books, and the dropped books would not help you with what you need from crafters and outfitters either)

Now the wording of your question "everything" means no, not everything.

it will be everything in the essentials book 11-19. I.E. you do not need a dropped book to make anything in the essentials books.

EVERYTHING you can make does include rares, and for that you will need the rare books to make the rare items.

You can make all scholar common items from the essentials books.
